The AVPU was created towards the end of 2010. During the year of 2009 a think tank, composed of elected representatives and territorial agents, gathered to draft a survey for the evaluation of littering: Les Indicateurs Objectifs de Propreté (IOP) Objective Indicators of Urban Cleanliness (OIC)

The AVPU is constituted of elected representatives and local authority agents, who take equal parts in elaborating policies. According to its statues, an elected representative chairs AVPU and a territorial agent holds the post of vice-president.
The goal of the AVPU is to improve the objectives in the fight against littering and to further a favourable perception of its progress in the public eye.

With the OIC, the AVPU elaborates a national grid of statistics for its members and provides an analysis of their quarterly results.

The AVPU pledges full confidentiality in the treatment of the data concerning members. Though each member remains free to communicate his results and the ensuing analysis, rendered by the association.

The AVPU pursues topic-oriented reflexions within small working groups (AVPU Club). These working groups will consider specific topics, address their conclusions to all members and elaborate proposals and recommendations.
